SKS is a great tool for skinning, but you are right - there are lots of nooks & crannies, not to mention long tunnels. The Preview Image, while very helpful, is also not fully congruent with postitioning of certain graphic elements in certain previews and sometimes shows things as they "should" appear as opposed to how they "actually" appear.
Someone skilled at creating and manipulating images can get a skin put together fairly quickly, but there is a lot of time and care that must be taken to get all the sizing and content margin settings correct, not to mention the various text & basic color settings.
Additional animation knowledge & skill is also required for a "complete" skin that includes all the features available in WB5. It's easy to consume more than a hundred hours of work getting a skin optimized, particularly if you include the time needed for "shakedown" use.
