At this point, I would recommend restoring the default XP theme > uninstall WB5 > reboot > reinstall WB5.
Norton is notorious for including even the kitchen sink, and setting just about all features in a prohibitive mode in the name of security.
This is why many programs, including Microsoft, recommend deactivating any Anti-Virus programs upon installation.
I would recommend attempting to reinstall WB5 with Norton loaded, but pay close attention to any messages that may pop-up during installation.
Note - since I am "old school", I tend to restore Windows to the default XP theme including all icons when doing any type of update other than a windows update, or Anti-Virus definition update.
