Did you unload IconX and return Windows to the default theme before uninstalling IconX?
If you are running Windows XP, the only three suggestions I have would be:
1 - Try deleting the IconX cache folder found in "C:\Documents and Settings\USERNAME\Local Settings\Application Data\Stardock" folder, and then reboot computer. Note - the Local Settings folder is a hidden folder, so you will need to tell Windows to show hidden files and folders.

2 - Clear the IconX cache > reinstall IconX > reboot computer > start IconX, and then unload IconX > use the Display Properties\Themes tab\Theme drop-down list\Windows XP\click "Apply" - to restore the default XP theme > start Task Manager, and then look for any "sdmcp.exe" process - if found, stop process > uninstall IconX > reboot computer.
3 - Use System Restore to restore windows to a point before installing IconX.
Note - I am "old school", so my recommendations are to always unload all programs except Firewall and Anti-Virus, and return Windows to the default theme - before uninstalling or installing programs, no matter what. But that is just me.
