The subject is your 'frustration' with apparent 'bugs' in Stardock's software and with apparent 'bugs' on Wincustomize.com.
This you claim is sufficient reason to claim/demand a refund. If this has been the case since 1999, as you say, then why did you continue to purchase/subscribe for a further 6 years?
Karmagirl has stated you have a few months left of your subscription and has suggested a refund for that. [though in my mind any Wincustomize.com down-time or slowness has NOT significantly obstructed your access to the site's content which is what said subscription is actually for].
I suggest you contact Karmagirl on amarshall@stardock.com for clarification.
