Some fences animate and some don't

See GIF below. When hovering over some fences, they animate up and down. Some do and some don't. All fences have the same settings, and I don't see anywhere that I can control this. I do not want this animation. How do I disable them?

Here's an observation:

I notice that the fences that animate have sharp bottom corners, whereas, the ones that don't animate have slightly curved corners. Hope that helps you figure this out.
