Alternatively, are the changes I want simple enough that those can be posted here...
If I understood you correctly, you can modify/change any skin to your desires, but...you may not distribute it, without the original author's permission.
You can post a picture of it in the screenshot of the month thread provided you make it clear that you altered someone else's skin.
