Ok, there is some misunderstanding here (some on my part), a little bit of a language barrier, and brevity is not helping us here. I am going to detail your issues as I understand them with examples.
For starters, this option is irrelevant for what I understand the core issue you are detailing. Using it will override any exclusions you set and has no bearing on how auto-grouping should function:

What you want with this option:

What does not appear to be working, and something I can pass on, its the app is still grouping when Ctrl is held down even with the exclusion set.
Conversely, auto-grouping does work:
If I have the Ctrl grouping option set, but don't use it for the 'automatically grouped' Notepad, its still groups - what we expect and want.

Have I hit your problem with either of these examples? If I have not, and you need to supply video of your own, do not use apps that are not native to Windows - use apps we both have by default.
