New icon from a drag/drop highlighted URL will not go inside ANY Fence

New icon from a drag/drop highlighted URL will not go in to ANY Fence, but goes "hard-left, then first vertical space down. It sometimes "pairs up" with an adjacent icon and the two want to stay together, hard to shake apart.
