interesting. I do have the same or a very similar issue. did you ever got a resolution?
I do have a surface laptop. I start it docked with two 1920x1080 monitors, both connected to the docking station via HDMI.
I have the left display as my main monitor (HP Compaq LS2306x) and extend it to the right display (HP EliteDisplay E231). The right display is a newer build and actually has an entry in the color profile.. Which tells me there is a driver or at least .ini file. The left screen does not.
Anyway, I have all my fences on the left screen which is the main monitor.
Sometimes after a reboot, all fences end up on my right display. If I reboot again, they might switch back to the left display, but more often Fences try to stick to the right display. Restoring a layout snapshot with the correct (left) fences would just hang around (fences not responding) and after a while would not change the fences back to the left position. I might drag all fences manually to the left and then force a resave by changing screen resolution. I also once tried with switching cables to make the right monitor my main monitor, then configure windows 10 again to have my left monitor the main and extend to the right. I tried many things, but Fences seems to like to go to the right side.. now and then.
Don't ask me why.
I went through the suggestions of the previous post by @Island Dog, but that did not fix a thing.
Is there something else I can try?

(Fences 3.0.5.12, Windows 10 Pro Creators edition 1709 (but problem was there before creators edition too))
