Stardock may well be working on a fix to enable Icon Packager to do its magic in W10, but has not yet published regarding betas, etc.
Thank you!
Don't know if you have trouble with the control panel icons. If so you can change most of them by regedit.

Is a German site but also screenshots which help.

The only issue with editing the Registry is that people need to understand that any mistake can and will hose your operating system, so it is for the computer-savvy only.
If you edit your registry, make an external backup of it before editing.
Ya, i have just made a backup of my system. I found out, how to make a complete backup of my c: system. within an half hour, all my system can be reseted. Unfortunally i prefer to change my desktop icons with a program like iconpackager. so it would be a reason to upgrade to windows 10 only, if stardock brings out a good running beta of icon packager
I'm using Hanker's suggested solution, works great!
