To answer your question yes it will work. I do not use theme patcher now but I had it installed on windows 7 before and Windowblinds worked just fine. I would suggest though to run the revert option if you plan on using WB as your main option just to be on the safe side. You don't need theme patcher as Windowblinds has plenty of skins to suit everyone.
