It's an easy one too
ObjectDock is totally free. You don't need to have anything else in order for it to run. It does not replace your taskbar or your start bar at the moment, although there is an option to hide the task bar. OD is, basically, a program launcher, but it does have a task bar section if you want it.
The newest version runs very well for me (Win2K, SP3), and in my use, have found no flaws. There have been some problems with specific shortcuts for things like "show desktop" or links to folders, but those have all been addressed by users who have come up with ingenious workarounds.
