Installled Win 8.1 released oct 18th, and the problem with the impossibility to move icons is really there and the only way to have the visible icons at start-up was to right-click and the icons appeared.
Installing Fences 2.11 should resolve this. You can download it when you sign into your account here: https://store.stardock.com/myaccount/products
