I'm not sure if this is known, but the Dragon skin at this link: https://www.wincustomize.com/explore/windowblinds/6427/page/7 used to "breathe fire" when the start menu was opened. It has been years since this has actually worked for me. It may be because I switched to Windows 7 back in late 2009, but I have no solid proof that it's the OS causing this issue.

It's not a major issue, but I would like to figure out why the dragon animation has ceased to work 100% and alert the creator that this could be an OS-wide issue with this particular skin.

If it can be fixed I would appreciate it a lot.
