How do you create a shortcut for the windows run dialog box to pop up?

Just use the windows key + R

If I am understanding you properly you can place a shortcut on your desktop by going to All Programs/Accessories and then send Run to your desktop. The other mentioned ideas work too but I use Frankief's method.
I did put a shortcut to the Run dialog in the root of my C drive then drug that to my dock.
Was more wondering if it had more "system" type funtions like Winstep provides though.
