I always pay with my credit-card and had my games become ready to install in a timely manner(almost immediately), would it be any different if I chose to pay using PayPal?
It shouldn't be any longer but there could be an extra step you may have to take if your PayPal email is different than your Stardock.net email. If that is the case then you would need to use the transfer registration link to have the games appear in Impulse.
