How do I get WB7 to cycle my wallpaper the way I set it up?

I'm trying to use the wallpaper cycling ability WB7 seems to have, but I can't make it work. So far on neither XP (with SP3 installed) or windows 7 have I managed to have WB7 provide the hourly change of wallpaper the wallpaper tab ofers,

What I see is on windows boot, a new wallpaper does pop up for a few seconds, but then the old wallpaper that is the first in the list of available wallpapers on the wallpaper tab in the configuration utility is applied over it, and that just stays there, it does not get changed.

What I would like is for WB7 to change my wallpaper every hour, or even more often (but that setting does not seem available). Can anyone tell me how to get it to work right?

I have found that this is a problem not with windowblinds but with FENCES. Fences redraws the wallpaper and overwrites what WB7 puts up.

So my question becomes: short of turning off fences, how do I keep it from messing up my wallpaper?

For the time being I've turned it off, but it's not a good solution. Suggestions welcome.
