[bug] Incorrect announcement

The (female) announcer's voice still announces "angels have entered the battle", when they have done nothing of the sort.

Perhaps the announcement is linked to the increase of war rank, rather than the actual addition of angel spawning?

Yes, it is when you have the required war rank to buy that unit that the announcer announces it.
