icon packager wont load

i seem to be having icon packager issues in the fact that it will not load in vista or XP i was running xp64 yesterday and it wouldnt load after a fresh download, same is happening now on a fresh vista instal the version ium using is 3.99.144 its kind of anoying is there a way of fixing this?

We currently are having issues with IP4 on x64.  Please use the 3.2 version until we release 4.00.
