Icon Packager 3.1

I downloaded the new version Enhanced Registered Version 3.1 and now it will not work. Keep getting error stating that it will close and to send repot to Microsoft. Is there anything that I have to do or install to get it to work. I had to reinstall my 2.5 version. Christine
