Skinning is perpetual. I've got a set of 7 variations on essentially the same basic skin that I've been working on for nearly 2 years (that's nuts) and I still keep running into little glitches or thinking up new little variations I might like better, then realizing that just one change can mean changing 20 images and the attributes for each. Of course, while I've been working on these skins, dozens of newly skinnable features have been added to WB, so I need to go back to the earlier ones to add some of them for the skins to be reasonably complete. And I have no experience doing animations or Toolbar Buttons, so they all lack those. I have two skins that I consider really good that I can't publish - I've been trying to get permission from the company whose original artwork they are based on for 3 years now. If I ever get permission, I'll need a few weeks to get them up to current speed.
When you skin as a hobby, it takes forever.
