Its called Listal.
Its currently in beta but its pretty cool.
I think its missing a few things, but the potential is really high.

I use OpenDB (a open source project I saw on SourceForge) but this seems cooler. I was trying my hand at retro fitting OpenDB to do something like what Listal does... but really, Listal is far beyond what I wanted to do anyway LOL
So here you go.
They need help in finding bugs and getting suggestions. DesktopX theme makers and widget/gadget makers should get over there while the are trying to get their API's out the door and make sure they make it easy fo use those back end tools from the website.
