Always On Top

I created an executable gadget and have it set to "Always On Top" located at the bottom of the screen. When you read the "About" dialog box and then close it, the gadget is no longer "Always On Top". It is now located behind the taskbar.

I can click or drag the gadget and it will come back to "Always On Top", but it would be nice to stay on top even after someone closes the "About" box.

Is this normal or a bug?

I'm using WindowsXP home edition.
