An update,
I spoke too soon about not having Enhanced Dialog. Although it does not show up in
Stardock Central, I see it in my program file. The folder contains the empty folder Places and programs.ini. Do I only need to manually delete the Enhanced Dialog program folder?
Also, eventhough IconPackager was and still uninstalled, I found iprepair.dll in the IconPackager program folder. I followed the instruction to unregister it. That was successfull and rebooted. When I looked at the program folder, iprepair.dll remained. Do I need to be concerned about that? I do plan to reinstall the program.

Edit: Several hours have passed and I have went ahead and reinstalled IconPackager and unregistered iprepair.dll. I'm not sure yet if I should just try to delete the folder Enhanced Dialog from my Stardock program files so programs.ini exists.
I tried to load Photoshop Elements 2 with WindowBlinds loaded as usual at startup. It took a very long time to load and it somewhat succeeded. I have modified PSE 2 with Hidden Powers. That is an add-on developed by Richard Lynch to run macros (actions) like the full version of Photoshop. It is a wonderful tool that empowers PSE users to do things for a nominal cost that the marketing wing of Adobe would have people believe only can be done in the full version of Photoshop. Much of Richard's stuff is placed in the Welcome and Recipe folders at C:\Program Files\Adobe\Photoshop Elements 2\HTMLPalettes\. My partial success with loading PSE 2 was that everything seemed to load except the graphics of the Welcome and Recipe window. As the folder is HTMLPalettes, that may have something to do with the IE integration with Stardock programs. Until 7-5, I never had a problem loading PSE 2 with WindowBlinds running.
