for 'another bar that holds programs', try ObjectDock. It's easy to get started with that (you can just drag n' drop). Try advanced stuff later.

or you can use DeskstopX: https://www.stardock.com/products/desktopx/ (this might be the easiest to use to create a startbar.)
There's a video that the Stardock president made which can show you how easy it is. There is all kinds of information/tutorials, etc here somewhere, I can't find it at the moment, but I will keep looking.
