WindowBlinds will not skin Start/Task Bar???

I use WindowBlinds at home and I LOVE IT! I've also used it at work to customize my desktop, and I always get compliments...

I just got a new PC at work [Dell Optiplex SX280 w/ XP SP2] and for some reason when I load a skin, it will not skin the Start/Task Bar??? I have tried over and over again, and it just WILL NOT WORK???!!! As soon as I load the WindowBlinds Theme, it changes the Start Bar to the Classic Windows style.

PLEASE HELP?
