Ok, here is the deal: I am working on this skin. It has a taskbar that is half the size of the normal taskbar, but I just cant find a way to make the upper part transparant. Is there any way to do this?

Also in when I was checking the raw code I saw this:

As far as I remember it says 'the owner is the skin author'. Isn't he the person who can decide who may or may not convert it?
