I have a license for a 5 pack of Fences 5. When I boot up my PCs a Stardock dialog box pops up offering a Permanent License for $29.95. I've searched the website and cannot find any permanent license offer for the 5 Pack. Please advise, thank you.
Hello,If you go to Fences product page: https://www.stardock.com/products/fences/, scroll down at the bottom, click the "Get it now" button on the permanent license. You should see popup something like below. Click on that upgrade box. The price will be adjusted for 5 activation.

Start11 already have permanent license multi-device selection on the main product page. Just click Multi-device "Get it now"

If you was referring to Start11, there is no subscription for Start11, it is permanent licenses.
