How can I ensure that an opened Fence bar is visible above a Windows Program in Fences?

There is a feature in Fences where you can set "Hotkeys" to bring Fences in-front of application Windows.

Is it perhaps possible to permanently display certain openly fixed fences?
I believe that is not possible. Fences by default work on desktop level so, I believe, it can't freely move up.
