Roll-up allow to be on top of all existing windows?

If I have a browser open and I then open a rolled-up fence. I'd love to have it display on top of the browser window or any other app window currently displayed.

Sorry to hear you are having issues. In Fences 4 there is a feature where you can set hotkeys to have Fences move to the front. Refer screenshot below.
