I tried closing it and reopening it explore.exe but I dont want to force end it because then I believe my whole desktop screen will go black (my previous experience) so i haven't tried it maybe I will later on and see if that works
The reason the desktop goes black is because explorer is the shell, when that gets unloaded the rest does too but the system is still operational. Best course is to have the run dialog open when you close explorer.exe (you can also use Task Manager>File>Run new task) & run this command after it closes:
