Could Start 11 control Windows 11 tablet mode?

Tablet Mode cannot be disabled in Windows 11

I think a switch to enable and disable tablet mode in Windows 11 would be useful.
In Windows 11 it is not possible manually to disable tablet mode.

PROBLEM:
A possible consequence of tablet mode is that the setting to disable Windows Explorer check boxes is ignored.
This may only apply to touch screen/tablet devices.
The Windows Explorer check boxes appeared recently for all Explorer windows on my Surface Pro 8 but it was already happening when using OneDrive.
Microsoft seems to be aware of a problem but the tablet mode switch deficit may be 'by design'.

ACTIONS TRIED
Ran sfc /scannow but that did not help.
Enabling/disabling Start 11 had no effect.
Disconnecting and re-connecting keyboard had no effect.

SYSTEM:
Surface Pro 8 with Bluetooth keyboard, Start 11 version 1.2.
