Iconbar on desktop

Hi,

I've got a question. On the screenshots section I've seen a special iconbar kinda' thing. I've no idea what it is and where to find it..
Hope someone can help me.

online translator don't work

Let me explain:

the color of holland is orange, like the football team, also the last name of the queen/family is 'oranje' (oranje = orange)

Translated it would be orange up, means something like: orange on top.
