A standard registry entry for an icon managed on Fences looks like this:

These pipe separated values obviously are various parameters associated to each icon, I have discovered that the 9th value (15 in my example) is the click count that Fences uses to sort the most used ones.
Knowing better how these values work would allow users to improve their experiences, as I do by manually changing this 9th value whenever I feel a new icon should be on the top of my most used list, instead of opening that icon multiple times.
