Yep, I think you are right. RJones, have you thought about contacting the author (Shmoopy)? The wallpapers have obviously been removed from the site by her, but if she wants people to have them, then she will probably email them to you. The authors usually leave author info in the skin's author info area. You may also be able to find them on her site, which I *think* is: http://www.darkseraphim.com (She has a skins section that may have the WB skin + wallpaper....but I could be wrong)
