Hello, can someone please tell me how I get my fences to roll up and not down?

I seem to have a lot of trouble getting it to display like this and I am sure I am missing something or not doing something right.

I have created a video in the attempt that this explains things better.

In the video notice how the title bar stays put and the box with the programs in it scrolls down so that you can't see the icons?

I want the title bar to scroll up so that the icons can be seen.

I know I had this working before but I don't know how I did it and now it has defaulted back to the box scrolling down.

Any help will be greatly appreciated.
