Just sitting here playing with it, using the settings you are showing there creates a solid outline instead of a shadow.  That makes sense, you're telling it to create a completely opaque image with no blur.  Instead of 100% / 0% / 2px, try 70% / 23% / 2px.  

No, trust me, I'm not that smart.     You just have to play with it a little and get the feel of it.

Shadows....

1) Adjusting shadow colors displays on-screen to all windows, until moved,  then the border color setting overrides.

2) Inactive vs Active have separate settings, except the "recolor shadows" applies to both.   The GUI provides no indication.    In Windows tab, the borders left/right/bottom each have their own recolor mode.   I'm mostly concerned with the confusion when adjusting the inactive borders, then finding that the active border has changed also.   The secondary concern is to have separate recolor options,  but maybe it's fused by design.

3) Shadows color vs 'recolor' ... how does that work?    I found that using shades of gray for the color can make the 'recolor' lighter or darker.   When setting color in the color,  it does odd things... this is something the user will get used to,  if they bother.  IMO there should be something on the screen to indicate the connection between these settings.

When active and inactive shadow colors are grayscale, the 'recolor' works properly.

When adding color to the inactive color,  the active color goes gray (ignoring the recolor)
