Visual Studio Professional 2017, Version 15.9.13
Here is a screenshot of 2 instances of Visual Studio, both with title bars blanked out. A video is tricky for me to provide - hoping you may be able to manage without that? Here is a description - I am clicking on the bar at the top of one of the Visual Studio windows (to the right of where you see the line of ------------dashes where a title should be), and dragging it over that same bar in the other instance of Visual Studio, and nothing happens, no grouping. That's what the video would show.

Also, I think part of this may be related to how I open Visual Studio - I have it pinned to the taskbar, and I open it by right clicking the icon in the taskbar. Usually, I then choose a recently opened solution - when I do that, I get the separate windows I screenshotted below. If I instead choose "Visual Studio 2017" in that context menu, so that VS opens WITHOUT a solution open, then the opened window seems to automatically group with one of the versions of VS that I already have open, and when it is grouped, then, while the title still shows as ----- in the usual title bar, the Groupy title bar does appear above that, with the correct name of the open solution displayed there.
