I've enabled auto grouping for both powershell and command prompt, afterward I open up new windows in each (via windows button, typing either of "cmd" or "powershell") and expect that they will always be joined into a group.
For command prompt, though, it always opens up in a separate window - never grouping. Once I create a group manually (dragging a command prompt into another) things work as expected, all new windows are created into that group.
For powershell it seems arbitrary - sometimes it will open a new window, sometimes it will create a new group, sometimes it will join an existing group. Opening 15 or so windows in a row and they all have their own behavior.
I had previously turned off "Always show tabs for this type of window", but turning it back on doesn't seem to fix the issue, so I'm not sure that is related.
I'm running Windows 10 Pro, Build 17134.rs4_release.180410-1804.
