I am trying to upgrade from Fences 2 to Fences 3. I should be entitled to a discount but I cannot find a way to upgrade. Am I missing something?

That link did not offer a way to pay upgrade pricing, but I found a link that does have a purchase upgrade link at the bottom of the page:

I am trying that same link, it says I am entitled to an upgrade, I click on the get it now and the upgrade price is the same as the new price. $6.99? How is an upgrade for a previous owner the same as buying it new?
