I can just keep doubleclicking on tray icon like crazy and the window does appear sooner or later, so it's not like I'm totally unable to use WB10 and that's good.
All clean boot says is - disable all startup items and unnecessary services, create new administrator user account and use it (for Windows 10)
StartWB.bat stops explorer and windowblinds service, restarts them both with admin permissions.
I've tried a new user account already and it was the same case there. Also disabled startup items. Tried running both admin and non admin privileges to wb10config.exe, no luck.
I did have issues with my graphics card, where I overclocked it too high and Windows 10 won't even tell me that it's crashing during gaming. Though now the clock speeds are totally stable.
Anyway, I'll soon do a complete clean reboot following exact instructions and will use my old graphics card to see if this issue is still there.

(Currently, the behavior I see is that out of many randomly launched wb10config.exe 's, one or two of them randomly stay, which means that the problem or error, whatever it is, is inconsistent. Sometimes the window disappears without even slightly appearing. Sometimes it appears quite clearly and then disappears within the second. And so far, it does open the config window under 1 minute of continuously trying to launch it)
[On basis of some insane, unreasonable, completely random and crazy debugging experiences I've had with Windows 7 over all these years, this issue could be related to literally ANYTHING on the system, including graphics drivers, nvidia's geforce experience, customized dll files for custom icons in windows, etc. or even hardware issues like the physical GPU.]
