Fences in three startup places?

I was looking at my startups and Fences 3 is in three places:

In the registry

HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

and in the C:\Users\Russ\Start Menu\Programs\Startup

Is this the way it should be?
