I adjusted my horizontal and vertical icon spacing using the two relevant values located in "HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics".  Inside my folder portal fences, the icons all look like I'd expect them to:
 

Inside all my other fences, however, I have icons that look like this:
 

The translucent tiles all overlap, and many have text that do as well.  Why are these fences not properly observing the icon spacing preferences I set in the registry?
