Object Dock Won't Launch Web Shortcuts

I can't launch Web shortcuts from Object Dock; however, I can launch programs/applications. I can get the shortcuts to work if I first load IE from the Start menu. All the Web shortcuts work when loaded anywhere else (except Object Dock).

Anyone else have this issue?

I am using Internet Explorer 11 and Windows 7 64 bit.
