Oh I wouldn't format right yet, but I would go ahead and download the shareware version of System Mechanic from this site http://www.iolo.com/sm/ and install it. Once installed I would have it scan and remove all orphan link's, dll's, registry entries, ect. This will ensure that all of Iconpacker is removed as well as anything else you happened to have installed and uninstalled which left un-needed registry entries in there. This will slow your system to some extent because the registry for the most part is a data-store (db file)
which is scanned constantly when you load a program or for various calls to dll,s product registration info, pointers to locations of folders and files needed to operate your OS.
It could very well not be Iconpacker causing your problem, but that the problem shows up within the use of Iconpacker. Meaning, something in the registry could very well be playing ninny with Iconpacker...
anyway, uninstall, clean your registry and system of reg-entries, files not needed.
Then reinstall and see if that works for you, it should also clear up your issue with Iconpacker requesting you to purchase the enhanced verison .
Also when you install the enhanced verision with everything previously to do with the public or enhanced version removed from your registry you will really have a clean install.
hope it works, if not I would see what is loading with windows, and remove each thing so windows loads vanillia, then add iconpacker, check that it works, and if it does, add each thing and test in turn to make sure nothing else loading with windows is messing you/IP up.
