Unable to move icons inside a fence

I've noticed a few of the same complaints with no resolution.

I'm unable to move icons within a fence. They snap/lock to an imaginary row.

Brand new laptop with Windows 8.1

Fences version 2.13 - no rules running

Any recommendations? Thanks.
