Can I create a folder that expands?

I'm looking to create folders or fences on my desktop for my app shortcuts. I want to be able to name them by app type as on a smart phone (Android or iOS)

I want to click on that folder/fence and have it expand so I can see the shortcut links and click on them from there.

Is this possible within fences?

Standalone stacks can do that for you. I've used them on ObjectDock and stand-alone and they worked great on Vista and Win 7. I never tried them inside a fence or on Windows 8 though.
