Fences bug

Hello. So I used fences for a while , but today I uninstalled it , and my icons got bugged. I cannt move them anywhere on dekstop . I checked on view , and Auto arrange and allign to grid are not checked. Can you help me please ? It's some kind of software bug ? Or is some kind of virus ?
