So only on certain themes the title bar is not themed and it is really annoying.

Looks to me like you have "I want to use Aero window frames but keep the rest of the skin" checked in Windowblinds settings, but with what you say about it only doing it on certain skins would not make sense then. I would definitely email support@stardock.com on this.
