If you shrink a picture, everything in the picture will adjust to the window to appear the same.
If you shrink a game, everything in the game will adjust to the window to appear the same.
If you shrink a wpf program, everything in the program will adjust to the window to appear the same.
If you shrink a movie, everything in the movie will adjust to the window to appear the same.
If you look at the letters in the screenshot, they don't even shrink to fit the new resolution. Nor the icons. Each side of the fence should adjust so that the distance between them distributes appropriately compared to what the new screen dimensions are.

And if you adjust one thing while in the lower resolution before you pull the hdmi plug, when it goes back to your main screen, the fences stay jumbled up and you have to manually restore the screenshot of when it was last correct.

If not the letters or icons, then it should at least have each side of a fence be aware of where it is when the border is shifted.
